In a Red Phase, blood inventory levels are not sufficient to ensure that patients with non-elective indications for transfusion will receive the required transfusion(s). Hospital action will be required to reduce the use of blood component(s) affected by the shortage to conserve blood for use in urgent and life-threatening situations.
